I would also include Stargate SG-1 and Farscape in that. SG-1 had more across the board appeal but Farscape had the more rabid fan base and was a darling with the critics (it always helps to have Henson's puppets in that regard as well). I think because of this dual dynamic they worked together to raise the profile of sci-fi television.
I think its very helpful that NBC owns the Sci-Fi Channel, this means that if NBC has a sci-fi show and it doesn't make it big at least they have another place to show it. This means they probably take more chances as they can get a twofer so to speak.
I think sci-fi shows are more expensive to produce than other shows in general and so if a sci-fi series doesn't take off right away the networks cut bait because of the expense. And of course there's still the stigma of sci-fi = geeky. Even Heroes and Lost (from what I know) tend to avoid many of the sci-fi tropes.
Unfortunately fantasy (at least in the classic Lord of the Rings sense) doesn't seem to have gotten much of a foothold on TV, except for the modern fantasy (myth and magic meets the modern world). I'd love to see a good fantasy TV series but I suspect its very hard to do.
