I love this story because it plays on the worst fears of conspiratorialists, and it appears to be based on some fact. From the article in The NewScientist:


A US company claims it is ready to build a microwave ray gun able to beam sounds directly into people's heads.

The device – dubbed MEDUSA (Mob Excess Deterrent Using Silent Audio) – exploits the microwave audio effect, in which short microwave pulses rapidly heat tissue, causing a shockwave inside the skull that can be detected by the ears. A series of pulses can be transmitted to produce recognisable sounds.

The device is aimed for military or crowd-control applications, but may have other uses.
Lev Sadovnik of the Sierra Nevada Corporation in the US is working on the system, having started work on a US navy research contract. The navy's report states that the effect was shown to be effective.

MEDUSA involves a microwave auditory effect "loud" enough to cause discomfort or even incapacitation. Sadovnik says that normal audio safety limits do not apply since the sound does not enter through the eardrums.

"The repel effect is a combination of loudness and the irritation factor," he says. "You can’t block it out."


It looks like aluminum foil won't be an effective counter in this case. [&:]

No one should be able to use that thing on me without my explicit permission and I should have the right to refuse. I also should have no rights taken away from me if I refuse to have that thing used on me. Under no circumstances (unless that thing has a valid medical use that could cause a doctor to take a different course of action with the presence of its use. IE: an X - ray) should I ever be treated in any way different from someone who does allow that thing to be used on them.

For that purpose, it should be made illegal. I don't want anyone ever using that thing on me and I don't want the government or anyone somehow limiting the rights of those who do not give them permission to use that thing on them (ie: preventing them from entering certain crowded areas?).

Unless there are any beneficial medical uses for this thing (ie: the X - Ray), this should be made illegal to use on (non civilian) humans (for military and criminal purposes, I'm not sure what the ethical ramifications are).

Actually it just might be the perfect scenario for an aluminum foil hat. How often is it stressed, never put foil in the microwave. It'll block the waves, man! Gotta buy stock in Reynolds!!
