The JCS, along with the CIA and State, were all asked to supply a list of potential rationales and pretexts for war with Cuba, and they followed their instructions. The administration then looked at the reports and decided this wouldn't be done. Granted it's a fairly disturbing set of proposals, but it was basically a brainstorming session put on paper, not an actual plan of action that was ever authorized or implemented.
