She lives in the same building as I do and she belongs to JW.
The 1st time we came across each other, she stroke up a conversation with me about religion trying to convince me that her own folks are the right ones.
I really can't stand this forceful, arrogant, rude, jerky, aggressive elderly woman who is in her sixties. When I complained about her to the security officer, she started to defend her. I found out later that she was her friend.
When I complained to the property manager, she turned a deaf ear on it, Although when I complained about another neighbour's noisy party, she, this manager, asked me to document his annoyances. Is this fair or professional? Definitely favoritism and Bias!  
Although there are lots of JWs in my area, they are all respectful people and we socialize and greet each other without any inconvenience. This elderly woman described above, is the only exception.
How can I protect myself from this jerky predator JW woman?

You may have to get a restraining order, if need be.
I know how you feel. We live right next door to a JW Kingdom Hall, and they like to pester us. We just quickly say, "No thank you, we are christians, and we believe in the Bible and the holy trinity." And then we shut, but do not slam the door.

I'd be inclined to write her a letter and tell her that while you appreciate she has her beliefs, you have yours too. Point out that you don't believe the two of you will ever agree on your individual views and therefore, for the sake of maintaining a reasonable standard of neighbourliness (sp) you ask her to refrain from trying to convert you.
If your neighbourhood does have a high proportion of JW's, who are respectful, it may be worth you contacting their 'leader' (for want of a better word) to see if they can have a quiet word with this individual if she persists.

Well, there is another tactic you could take than those suggested...you could study the JW religion and the fallacies, and the next time this woman starts in, you can start asking her to justify her beliefs, pointing out the area where the JW beliefs are directly in contradiction to the Bible...don't give her a chance to start on you, keep asking more and more questions...sometimes without giving her a chance to answer the last. Can't guarantee that it will work, but it did for me...

Stand up for yourself. You shouldn't need the security officer or the property manager's assistance if you simply firmly say to the woman..."I respect your right to believe the way you want to, and I expect you to extend the same respect to me. I do not believe in Jehovah's Witness and I do not want you to ever harass me again by forcefully pushing it onto me as you have done in the past. If you can do that, we will get along fine. Otherwise, if you continue haranguing me, I will be forced to take further action against you. Thank you very much!"

Thank you all for your responses and advice!
I called the police today and filed a harassment report against her. I know this woman is abnormal and will continue to harass me unless I contact an authority figure like the policeman.
The suggested tips above are for civilized, rational and wise people which is obviously not her case. She will only make fun of them and continue her weird behaviour toward me.

If you don't have experience in refuting Watchtower propaganda I would seek someone through your church who does and sit down and witness to her. I'm certain in her mind she'll look at the restraining order as a form of persecution for doing gods work.
That you ' may be able both to exhort in sound doctrine and to refute those who contradict " Titus 1:9 . I will pray for this woman and encourage others to do so that by coming to know the Truth that through this incident God would be glorified.

Have you tried saying blunt things like:
"I'm not interested in anything you have to say."
"Leave me alone."
"I don't want to talk to you ever again."
"Get lost."
(Also, try the the idea about talking to the local JW leader and telling him how this woman is harassing you. He probably has plenty of influence and authority in her eyes.)

I did and I understand some people are very hard to deal with. Thats why I suggested a 3rd party since sometimes those that we can't deal with others can. I pray that God will intercede and bring someone into her life that can share the Gospel with her and get through to her hardened heart and past her emotional issues/behavioral problems.

I would be tempted to just respond with "Jesus loves you anyway child" or "Jesus died for you too" everytime she spoke to me. I'd be like a broken record; and that's all I'd say.

I agree with this. We used to get JW's at our door all the time. The day my husband was home when they came, he said "Sure, we'd love to have a Bible study with you!" and then proceded to decimate their teachings using thier own translation of the Bible.  Then he started chasing them down when he spotted their car in the neighborhood, and if they opened the window he'd lean in and say "So, I found this other Scripture I wanted to talk to you about...". Gotta love that guy. They don't even come to our street anymore.
He did the same with Mormons. Those nice young fellows would be out on hot summer days so he invited them home for supper. Once it was clear that he knew his Bible inside and out and could point out fallacies in thier teachings, they started avoiding us (but only after having clmplimented me on my cooking  ).
In our experience, if you know your Scripture and can stand up for yourself in an argument, they will leave you alone eventually. The people they're after are the ones who don't know what they believe and are easily swayed.

If you don't, you're courting trouble.
Not saying that it's not possible to do, just issuing a word of caution... there have been many people who've had their faith destroyed by researching another one....

I haven't, in the few details you mentioned, seen enough to get a restraining order, but if they let you do it, I am guessing there is much more to the story than you've posted.
As you said, advice about having a discussion with the woman is good for rational people... but if she is behaving irrationally, the thing to do is just ignore/avoid (only to the point it doesn't interfere with your lifestyle). Having any kind of discussion with someone who is irrational and persistent is going to make the situation WORSE. If she approaches you to talk, just lovingly (but FIRMLY) end the conversation. You don't have to answer any questions, make eye contact, etc. Just something like, "Can't talk, good-bye."
I thinking talking to her mom is probably your best move at this point.
